International Education Specialist
Is Fall Commencement Speaker

Bill Franklin, president and chief executive officer of the Texas International Education Consortium, will be the featured speaker at Sam Houston State University commencement exercises Saturday (Dec. 20).

Some 925 students have applied for degrees to be awarded at 10 a.m. and 2 p.m. in Johnson Coliseum. The Colleges of Education and Applied Science will confer degrees at the morning ceremony, and the Colleges of Business and Arts and Sciences in the afternoon.

The Texas International Education Consortium is an affiliation of 32 Texas educational institutions, including Sam Houston State, which offer consulting services to international universities and organizations. The consortium has 50 employees and a yearly budget of $7 million.

Franklin has held the chief executive position with the consortium since 1996, previously serving for five years as its executive vice president.

Franklin also worked as president of Lamar University for six years, Texas A & I University for four years, vice president for academic affairs at Stephen F. Austin State University for four years, and dean of the School of Liberal Arts at Southwest Texas State University for two years.

He has held teaching positions at Wright University in Ohio, Western Carolina University, the University of Iowa, Baylor University, and the University of Texas.

He has authored or co-authored five books and monographs, presented numerous lectures and seminars, and worked as an international consultant in more than 25 countries.
