Finance, Operations Undergoes Reorganization

Under the helm of Vice President Al Hooten, Sam Houston State University’s Finance and Operations division has recently undergone reorganization that Hooten said will “streamline” campus operations.

As part of the reorganization, Paige Smith has filled the recently created position of associate vice president for financial services. The position previously held by Randall Powell of associate vice president for Finance and Operations was eliminated. John Hitzeman has been named associate vice president for business services.

Smith now oversees the Controller, Payroll, Bursar and Budget offices—all of the Banner-related financial offices—while Hitzeman now oversees Mail Services, Vending and the Sam Houston Press and Copy Center, as well as his previous duties of Purchasing director—all business services.

Also as part of the reorganization Rita Caso, director for SHSU’s Institutional Research and Assessment department, and Brad Blackburn, the ARAMARK resident district manager, will report directly to Hooten.

“ARAMARK is about a $10 million operation, and I have 28 years’ experience with managing major food-service contracts so I felt it would further advance this program on campus by supervising the contract directly,” Hooten said.

“Everyone has a method of operation, and as I looked at the organization of Finance and Operations I wanted to place business services all under one person, and all the financial services under one person. With Banner, Paige will have the perspective of looking at Banner and seeing how transactions flow from budget all the way through payables, and she can improve the processes of all the departments handling those financial aspects.”

Hooten said the reorganization is in response to the growing and changing face of the campus and will help maintain an efficient organization.

“We wanted to give campus operations the level of focus they need,” he said. “The reorganization just streamlines things to make us much more responsive and allows Finance and Operations staff to use their expertise in this endeavor.

“I think it’s going to be a better structure for what we need to do in the future in moving forward.”
