Friel Selected To Serve On Statewide Corrections Board

Charles FrielCharles Friel, a Distinguished Professor Emeritus within Sam Houston State University’s College of Criminal Justice, has been elected to the board of directors for the Texas Corrections Association, a statewide umbrella organization representing all aspects of the correctional profession in the state.

As a member of the board, Friel’s role will include helping to bridge the gap between students and operating agencies.

“Dr. Friel brings to TCA an outstanding reputation in the corrections field and will expand the role of TCA into the very important educational realm of the corrections profession,” said TCA president Stuart Jenkins, director of the Texas Department of Criminal Justice parole division in Austin. “We look forward to his guidance.”

Friel said he hopes to find new ways to get student researchers involved in the organization and to open the doors at correctional facilities and programs to get involved with research opportunities with universities.

“It’s a great organization and has been around a long time,” Friel said. “It has been influential in many of the wonderful advances in the corrections system in Texas. The advances in Texas have been greater than any other state in the nation, and many other states are copying what we do here.”

Friel’s teaching and research have focused on information systems applications in criminal justice. He served as chairman of a number of policy steering committees for the Bureau of Justice Statistics, the U.S. Department of Justice, and the Federal Bureau of Investigation in setting national standards for justice information and statistics. He also served as a consultant to the United Nations in the development of the World Crime Survey and has received fellowships from the Japanese Ministry of Justice and the People’s Republic of China, lecturing on justice information systems in those countries.

Before retiring in 2005, Friel served as dean of the College of Criminal Justice from 1986 to 1991. He also was director of research for the college’s predecessor, the Institute of Contemporary Corrections and Behavioral Science, from 1967-1976.

Friel also has been active in the correction community, serving with a number of affiliated organizations and has been a consultant on many national, state, and county correction programs for youth and adults.

This is the second time that Friel will serve the association, originally serving as director from 1970-72.

Founded in 1963, the TCA represents more than 600 professionals in Texas, including employees at correctional institutions as well as probation and parole agencies. Its mission is to raise public awareness sand support for the profession, promote ethical practices, create opportunities for education and training, and protect communities through citizen support.
