Regents Approve Updated SHSU Master Plan

A campus master plan update, a degree name change, and room and board increases were all approved for Sam Houston State University by the Texas State University System Board of Regents in Austin on Friday.

The regents approved a 2013-2020 master plan update and authorized SHSU to file the update with the Texas Higher Education Coordinating Board.

The most recent SHSU campus master plan for the period of 2009-2020 was approved in 2008. However, new enrollment and academic trends began emerging after the implementation and as a result, the university’s space utilization analysis did not show the improvement expected, SHSU President Dana Gibson told the regents.

“Several key factors impacting the assumptions underlying the campus master plan surfaced, including the growth of enrollment in online and transfer students, the need for innovative academic and research partnerships, and changing housing and student life trends,” Gibson said.

“The campus infrastructure needed a comprehensive review focusing on the renewal of existing systems and expansion to serve new facilities,” she said. “A conscious effort has been made to update the master plan and build on the efforts of the 2008 plan as a planning tool to give the university the flexibility to address changing demographics and teaching approaches,” she said.

Among the proposed construction projects, some of which were previously identified, are south district residence facilities, a south dining facility, new academic buildings for nursing and biology, and an agricultural and engineering technology building.

In other business the name of the Master of Arts in Community Counseling degree was changed to the Master of Arts in Clinical Mental Health Counseling degree.

To be in compliance with the 2009 Council for Accreditation of Counseling and Related Educational Programs Standards, existing community counseling programs are required to transition to clinical mental health counseling programs before they are due for reaccreditation review. The name change for the SHSU program will not result in any substantive changes in the curriculum or completion requirements.

The regents also authorized SHSU to increase room and board rates by 3 percent, effective fall 2013. Gibson told the regents that the increase was needed due to the growing student population and increased renovations and repairs, particularly in older buildings. Also, indicators project increases in the cost of food prices and cost of living wages.

“The increases are a reflection of students’ expectations to provide a strong food service program,” Gibson said. “Meal plans are the foundation of our dining program. The structure, pricing and programs are designed to ensure the right mix of plans and improve the value and satisfaction to our customers.”
