Marquart Appointed to National Highway Safety Panel

Cecelia Marquart, project director of SHSU’s Impaired Driving Initiatives Program, has been appointed to the Technical Advisory Panel of the International Association of Chiefs of Police Highway Safety Committee.
Marquart has served as the Texas Drug Recognition Expert state coordinator for 10 years, since SHSU started the drug evaluation and classification program. She will now represent all state coordinators as a member of the national panel.
“I was surprised to receive this selection,” Marquart said. “However, I am appreciative that the Texas Drug Recognition Expert program is receiving recognition. Our staff here at SHSU does a good job in providing technical support to Texas Drug Recognition Experts. All are to be commended on their commitment to the providing safer roads for Texans.”
Marquart will serve as a working member of the 23 person expert panel for three years and will focus her efforts on making sure the curriculum for the national program is thorough and uniform.
The mission of the Technical Advisory Panel is to develop, promote, and provide guidance and support for the Drug Evaluation and Classification program and Standardized Field Sobriety Testing programs. These national transportation safety programs are designed to save lives, prevent traffic injuries and reduce traffic-related health care.
Since 2008, Marquart has received more than $5.3 million in awards for SHSU while focusing her studies and research on impaired driving and drug recognition methods. She has been a member of the SHSU Criminal Justice Center staff for more than 20 years and has also worked in the area of probation and administration.
