DELEGATION FROM REPUBLIC OF GEORGIA VISITS CENTER
On January 21, 2005, a delegation of prominent Georgian criminal
justice officials visited the Sam Houston State University
Criminal Justice Center to get a better understanding of current
trends in policing and crime control and to discuss training
strategies.
Members of the delegation were in the United States as guests
of the U. S. State Department’s International Visitor
Leadership Program.
"Georgia, an independent republic following the collapse
of the Soviet Union in 1991, is engaged in reform efforts
of its criminal justice system, with basic training and continuing
education for police being one of its challenges," said
Dan Richard Beto, executive director of the Correctional Management
Institute of Texas, one of the programs in the Criminal Justice
Center.
"In addition, moving from the Soviet control form of
policing to a system that creates trusting partnerships with
its citizens has been problematic," he said. "As
for corrections, Georgia’s prisons are old and overcrowded
and its probation system is in its infancy."
During their time in Huntsville, the delegation members held
discussions with: Beto; David Webb, assistant director of
the Law Enforcement Management Institute of Texas; and Carolyn
Martinez, director of the Institute for the Study of Violent
Groups.
Also participating in the discussions were Hakan Can and Magdalena
McMillan, both of whom are assigned to LEMIT’s Critical
Incident Command Center.
"The members of the delegation were impressed with the
variety of academic and professional development training
programs offered by the College of Criminal Justice and its
institutes," said Beto.
The delegation included: Malkhaz Badzagua, deputy director
of the Department of State and Public Security and director
of the Center of Study and Prediction of Crime; Irakli Kadagidze,
deputy head, Department of Criminal Investigation, Ministry
of Internal Affairs; Giorgi Tughushi, head of Financial Police,
General Procurator’s Office; David Zviadadze, chief
investigator of the Investigative Department, Ministry of
State Security; and chief prosecutors Paata Tkeshelashvili
and Tamaz Tsabutashvili.
